Background
It is essential for the Engineer/Employer’s Representatives and Contractors to have a good knowledge of pricing construction work. For the contractor, payment is his lifeblood and the Engineer/ER has to certify payment including re-rating for variations and claims for cost.
Engineers/ER also needs to unravel contractor’s tenders in order to advise the employers in the tender appraisal as it is not unusual to select contractors on factors other than the lowest price.
It is also important for the Contractor to be aware of the greater increase risk in the Public Works Contracts and to adjust his price accordingly. Both parties should understand the obligations and risk in construction work.
NOTE: This course replaces the former Quantities & Estimating course ran by Engineers Ireland. The new course will update the engineer/contractor on changes in legislation and will assist them in their understanding of the new Public Works Contract
Course Outline:
The course covers the aforementioned aspects and in addition gives the confidence to:
· Produce a Bill of Quantities using CESMM3
· Establish Defined Cost
· Estimate and build up rates and produce a tender
· Appraise Tenders. Traditional and under Public Works Contracts
· Understand the risks presented by the new Public Works Contracts
· Understand the problems in varied work/compensation events and defining the cost of delays – under IEI Condition/Public Works contracts
Who should attend?
Engineers who are involved in the pre and post-contract stages of construction and who will need to understand and make decisions about rights to interim and final payment. It will be useful to all who are involved with contract supervision for either party

Eddie Ryan operates as a consultant on contractual issues, regularly acting as adjudicator and conciliator. He spent 18 years with a large contracting company in mainline management up to position of divisional director on a variety of major construction works. He has recently acted as an examiner for Paper 2and 3 of the ICE Civil Engineering Law and Contract Procedure Examination over a twelve year period. He was the Director of Postgraduate Studies for Civil Engineering at Kingston University and has completed a PhD in the field of Construction Law at Kings College London.
